Indonesia Reinstates TikTok License Following Data Compliance Amidst Protest Scrutiny
JAKARTA, Indonesia — Indonesia has officially reinstated TikTok’s local operating license, ending a temporary suspension. This decision comes after the popular Chinese-owned social media platform complied with a government demand for sensitive user data related to live streaming during recent deadly anti-government protests.
Temporary Suspension and Initial Refusal
The Indonesian Ministry of Communication and Digital Affairs had initially suspended TikTok’s license on Friday, citing a “violation of obligations as a private electronic system operator.” This action was prompted by TikTok’s initial reluctance to provide comprehensive data on user activity from August 25 to August 30. In a letter dated September 23, TikTok had informed the ministry that its internal privacy policies prevented full compliance with the extensive data request.
Government’s Rationale: Tracing Online Gambling
The government’s demand for data was a direct response to a period of intense civil unrest. In late August, Indonesia experienced widespread and deadly protests, fueled by public discontent over perceived lawmakers’ privileges and alleged police brutality, which tragically resulted in ten deaths. During this tumultuous period, TikTok had voluntarily suspended its live streaming capabilities on August 30, only to reactivate them days later as tensions eased, citing efforts to maintain a safe and civil platform.
Alexander Sabar, the Ministry’s Director General of Digital Space Supervision, clarified the government’s stance. He stated that the requested data was crucial for identifying and tracing accounts linked to online gambling, which reportedly exploited TikTok’s live-stream feature for monetization during the protests. Sabar emphasized that the suspension and subsequent data request were part of a broader effort to enforce Indonesian law and cultivate a trusted digital ecosystem.
Public Concerns and Compliance
The temporary suspension of TikTok’s license sparked significant debate across social media platforms, with many users expressing concerns about the potential erosion of free speech under President Prabowo Subianto’s administration. These anxieties are rooted in the former general’s contentious past during Indonesia’s dictatorship era, which saw widespread human rights abuses and restrictions on freedoms.
Despite the license suspension, TikTok remained accessible to users throughout Indonesia. On Saturday, Sabar confirmed TikTok’s compliance, stating, “TikTok has submitted data related to traffic escalation and monetization activity of its Live during the requested period.” He concluded, “Based on the fulfillment of its obligations, the government ended the temporary suspension and reactivated TikTok’s license as a registered electronic system provider.” TikTok had previously affirmed its commitment to respecting the laws and regulations of the countries where it operates, including Indonesia, and had expressed its intent to work constructively with the ministry to resolve the issue.
